The DSA introduces a crisis response mechanism for extraordinary situations such as pandemics, terrorist attacks, or armed conflicts.
In these cases, the European Commission can require VLOPs and VLOSEs to adopt temporary, proportionate measures to reduce harm.
This could mean prioritising trusted flagger content, adjusting recommendation algorithms, or increasing moderation capacity during the crisis. The measures must be time-limited and proportionate to the threat.
The goal is to prevent platforms from being exploited during emergencies, when misinformation or harmful content can spread rapidly.
